According to Pierre Fricke, the date stamps relate to the fact that these notes could be funded into 6% bonds if done within 12 months of their issue. The vast majority of 1863 notes are issued correctly with only one date stamp. This note was accidently stamped twice. Fricke refers to these double stamp errors as "scarce."
